在北欧以及欧美一些国家和地区毒品泛滥之际，笔者带着无比的焦虑前往老挝金三角地区，为的是扫清一个疑惑：曾经非法种植鸦片祸害人类的金三角地区如今怎么样了？
这个缅、老、泰三国交界之地神秘的金三角，曾是世界著名的毒品生产基地，在人们印象中，这里是邪恶、黑暗、贫穷与冒险的代名词。近年，金三角渐渐褪去昔日黑暗，人们已逐渐放弃种植罂粟而寻求新发展。如今，在老挝的这片特区土地上，已开始迈入健康发展途径，由罪恶的「罂粟时代」进入和谐的「木棉时代」。经过三天三夜走村串访跟踪调查，我被眼前金三角地区绽放的繁荣景象所震惊！
这就是老挝金三角经济特区赵伟主席经过近二十年的奋斗，将魔鬼毒枭世界改头换面打造成现代化的经济特区，记者从老挝首都万象乘坐飞机抵达老挝金三角经济特区博胶机场，俯瞰美丽的湄公河经济带，几乎像北欧森林一样的绿色植被覆盖，从落后的首都机场抵达特区新建的博胶省国际机场，这是老挝最现代化的国际4D标准国际机场，走出口迎客的便是民俗特色秀美的老挝少女，对比机场的建设和礼仪文化，从博胶机场沿路的棕榈树和周边现代化的绿色农业基地，远处山坡上万头养牛场，我为这眼前的一幕幕感到震撼。
从博胶国际机场出发不到二十分钟就抵达老挝金三角经济特区，恍如来到世外桃源，这里城市建设堪比纽约曼哈顿的繁华和时尚。
笔者开始质疑网络上的各种谣言以及西方个别媒体的不真实报导，这完全不是西方个别极端媒体描绘的罪恶世界，恰恰相反，这里经济活跃，社会和谐祥和，文化包容，人勤物美。
我有幸采访眼前这位慈祥的开拓者赵伟先生，他用愚公移山精神打造的新时代金三角，他以实际行动为“一带一路”打造了神奇的老挝金三角经济特区。以下是本报专访赵伟主席的十大问题。
Chairman Zhao Wei of the Laos Golden Triangle Economic Zone has spent nearly twenty years turning the world of drug lords into a modern economic special zone.I arrived at the Golden Triangle Economic Zone's Bokeo Airport by plane from the capital of Laos,Vientiane,and looked down at the beautiful Mekong River Economic Belt,with lush greenery covering both banks of the river.From the underdeveloped capital airport,I arrived at the upscale Bokeo International Airport,where I was greeted by elegantly dressed Laotian girls.The contrast between the airport's construction and the cultural etiquette was striking.Along the road from Bokeo Airport,I saw modern green agricultural bases and passed by cattle farms with millions of heads without any unpleasant odors.I was shocked by the scene before me.In less than twenty minutes,I reached the Golden Triangle Economic Zone,which felt like a completely different,beautiful world.It can easily rival the hustle and bustle of New York City’s Manhattan.I was astonished by the various rumors online and the inaccurate reports from certain Western media;this is nothing like the evil world portrayed by those malicious media.On the contrary,the economy here is vibrant,harmonious,culturally inclusive,and hardworking with abundant resources.This is precisely what the kind pioneer Mr.Zhao Wei and his team have built in the Golden Triangle with the spirit of moving mountains.He has laid the groundwork for the magical Golden Triangle Economic Zone as part of the"Belt and Road"initiative.Below are ten questions from our exclusive interview with Chairman Zhao.

Q：What struggles and challenges have you experienced over the past twenty years?What specific key moments or events have had a profound impact on your development plans?
A:Over the past twenty years,I have faced countless challenges and struggles.Initially,many areas lacked basic infrastructure and social trust,but I firmly believed in the potential of the Golden Triangle.In2007,my team and I began exploring the possibility of establishing an economic zone,with the most crucial moment being in2010when we received government support and our project started to be implemented gradually.This milestone not only attracted investment but also inspired local residents with hope for the future.
2.愿景与使命Vision and Mission：
问：您当初对老挝金三角经济特区的设想是什么？您如何定义“现代化的经济特区”？
答：我最初的设想是将金三角建设成为一个经济繁荣、文化多元的现代化区域。我定义的“现代化经济特区”不仅仅是经济指标的提升，还包括金融的透明化、投资环境的优化和生态可持续的发展。我希望这里能成为一个吸引全球注意力的典范，引领加速发展。
Q:What was your original vision for the Golden Triangle Economic Zone?How do you define a"modern economic zone"?
A:My initial vision was to develop the Golden Triangle into a modern region that is economically prosperous and culturally diverse.The"modern economic zone"I defined includes not only the improvement of economic indicators but also the transparency of finance,the optimization of the investment environment,and ecologically sustainable development.I hope this place can become a model that attracts global attention and leads to accelerated development.
3.转型之路Path to Transformation：
问：在将金三角从“当地人种植鸦片的毒魔世界”转换为现代化经济特区的过程中，您采取了哪些具体措施和策略？您七十多岁了依然每天忙个不停，你一生的奋斗几乎拯救了这里的人民，您是如何做到的？
答：在转型过程中，我们采取了一系列具体措施，包括严格遵守老挝法律法规和各种保障机制，引进现代农业技术和产业链，提供职业培训，帮助社区居民掌握新技能。此外，通过与国际组织的合作，支持农业转型，减少对毒品种植的依赖。我们的目标是通过实现经济自给自足改善生活条件，我深信人们的勤奋与智慧是改变命运的关键，这也是我一生奋斗的动力。
Q:What specific measures and strategies did you take to transform the Golden Triangle from"a world of local people growing opium"into a modern economic zone?At seventy years old,which is rare,your lifelong efforts have almost saved the humanity here;how did you achieve this?
A:During the transformation process,we implemented a series of concrete measures,including establishing a legal regulatory framework,introducing modern agricultural technologies and industrial chains,and providing vocational training to help community residents acquire new skills.Additionally,by collaborating with international organizations,we supported farmers in transitioning away from dependence on drug cultivation.My goal is to improve living conditions by achieving economic self-sufficiency.I firmly believe that people's hard work and wisdom are the keys to changing their destiny,which has driven my efforts throughout my life.
4.一带一路的作用Role of the Belt and Road Initiative：
问：一带一路倡议如何影响了老挝金三角经济特区的发展？如今中国老挝高铁已经开通，您认为这一倡议为地区带来了哪些机遇？
答：一带一路倡议为金三角的经济发展带来了巨大的机会。中老高铁的开通让我们的地理优势得以发挥，使得产品和服务的流通更加高效。我认为这一倡议为我们引入了更多的外资，促进了地方经济的多样化，也带来了大量的就业机会，这些都是我们迈向可持续发展的重要保障。
Q:How has the Belt and Road Initiative influenced the development of the Golden Triangle Economic Zone?Now that the China-Laos Railway is open,what opportunities do you believe this initiative has brought to the region?
A:The Belt and Road Initiative has brought tremendous opportunities for the economic development of the Golden Triangle.The opening of the China-Laos Railway has leveraged our geographical advantages,making the flow of products and services more efficient.I believe this initiative has attracted more foreign investment,promoted the diversification of the local economy,and created new employment opportunities,all essential for our sustainable development.
5.经济多样化Economic Diversification：
问：老挝金三角经济特区在产业发展上有哪些特色？您如何促进绿色农业和其他产业的融合发展？

Q:What are the features of industrial development in the Golden Triangle Economic Zone?How do you promote the integrated development of green agriculture and other industries?
A:The Golden Triangle Economic Zone features unique diversity in industrial development.In addition to developing green agriculture,we also focus on ecotourism and renewable energy.We promote the integration of green agriculture with other industries through policy incentives and educational support,such as guiding agricultural enterprises to collaborate with the tourism sector to develop specialty agricultural products and eco-tourism routes.In this way,we hope to achieve coordinated economic development and improve overall living standards.
These efforts have not only changed the face of the Golden Triangle but also brought hope and opportunities to the local people.I believe that as long as we continue to work hard,our goals will get closer and closer.
6.文化与人文Culture and Humanity：
问：在建设现代化经济特区的过程中，如何保持和融合当地文化？您对人文环境的构建有何看法？我们看到您打造的木棉文化节即传承了当地文化，又让老挝文化走向世界，如何做到的？

Q:How do you maintain and integrate local culture while building a modern economic zone?What are your views on the construction of the cultural environment?
A：In the process of building a modern special economic zone,we place great importance on preserving and integrating local culture.By hosting various cultural activities,such as the Kapok Cultural Festival,we create a platform to showcase and transmit our local traditions.These events not only enrich the cultural environment but also attract international attention,allowing Lao culture to reach a global audience.We believe that maintaining cultural uniqueness and modern development can coexist harmoniously,and we strive to find that balance.

A：We are confident and optimistic about the future of the Golden Triangle Special Economic Zone.Our plans focus on developing sustainable industries,strengthening infrastructure,and further promoting foreign trade and investment.Although we have made some progress,there are still many unfinished goals,particularly in improving living standards and protecting the environment.We aim to achieve comprehensive prosperity and harmony through our efforts.
