"Pets that are just a month old are at their most adorable,with gentle personalities,lively behavior,and plush fur—this is the peak period of a pet dog's'beauty',"said Li Jianan,Party Secretary of Fanglingtun Village and cooperative director.Li,who previously worked as a sales manager in several companies,has transitioned to upgrading the local pet dog breeding industry after returning to his village.
Xinqiao Village,surrounded by rivers,with a mild climate and rich forest resources,is ideally suited for pet dog breeding.Luozhuang District has leveraged this advantage by implementing"enclave collaboration"across villages,establishing a breeding industrial park in Xinqiao Village with an annual output of300,000dogs and sales of300million yuan,involving106households in breeding and increasing their income.
With industry and commerce flourishing,Li Jianan has utilized his business experience to attract pet industry chain enterprises,forming joint cooperatives among Fanglingtun,Xinqiao,and Niantou villages.The village collective and shareholders receive dividends,exploring a model of industry-agriculture integration and village revitalization.Pet hospitals have been established in Fanglingtun,pet e-commerce in Xinqiao,and pet toys in Niantou.This dual-path approach to prosperity has quickly formed a pet economic industry cluster,utilizing village-enterprise enclave economics to create new opportunities.
In recent years,Luozhuang District has followed the principles of"township coordination,inter-village development,shareholding management,and guaranteed dividends"to address the development bottlenecks of small,weak,and dispersed villages.The district has pioneered the"enclave collaboration"model with"strong villages+weak villages,""capital+land,"and"technology+land,"creating16industry alliances involving villages,farmers,technology,and sales.This approach has stimulated the collective economy across the district.
At2a.m.during summer,Shandong Meishuda Ingredients Co.,Ltd.in Nanyangzhuang Village,Gaodu Street,begins its busy day.Vegetables from nearby villages are cleaned,sorted,and packaged before being transported to various supply points in Linyi City.Six cooperatives and over500vegetable farmers have long-term partnerships with the company,with annual transactions exceeding20million yuan.This year,the company rented collective land in Xigao Du Village to expand,establishing a comprehensive food supply center with over1,200product categories.
Through"enclave collaboration"with enterprises,Luozhuang District has gradually explored a development path combining"leading enterprises+cooperatives+bases+people."The leading enterprises and village Party branches jointly form project companies with shared dividends.A joint meeting system is in place to address land transfer,technical support,and contract issues.Currently,34village collectives and enterprises are involved in"enclave collaboration,"revitalizing over100acres of low-efficiency rural land,enhancing resource complementarity and cooperative development,and paving a path for rural shared prosperity.
